Remember that when measuring, we only record significant figures (all certain numbers, plus one estimated place). The smaller the place value of our estimated place, the greater the likelihood of being able to repeat the same measurement. If we know the thousandths place for certain, then we should only have variability of the ten thousandths place. If we only know the tens place for certain, then the variability would be in the ones place and would be WAY less precise.
