1975 - Several municipalities, including the city of New York, sued Russell Train, the director of the Environmental Protection Agency, claiming that he was indeed obligated to disburse the entire allotment of funding allocated by Congress under the Clean Water Act, not just the portion of funds not impounded by the president. The Supreme Court, in Train v. City of New York, ruled that the president could not impound funds lawfully allocated by Congress.
