Special Hardship Allowance (SHA) refers to an additional compensation generally paid to teachers who are exposed to hazards and difficulties because of the nature and/or location of their work. The following public school teachers are eligible for the provision of Special Hardship Allowance (SHA):

i. All teachers in elementary and secondary schools in hardship post as

determined by the hardship index

ii. Multi-grade teachers in pure multi-grade schools

iii. Mobile teachers, and Alternative Learning System (ALS) Coordinators currently handling ALS classes

iv. Monitoring officials like EPSs and PSDSs who regularly monitor schools including schools classified as hardship posts

iv. School heads assigned in hardship post or pure multi-grade schools.

DepEd Order Number 17 series 2023 is the Amendment to DepEd Order No. 039, s. 2021 (Guidelines on the Provision of Special Hardship Allowance for Public School Teachers), This condition allows an increase in the provision of SHA by lowering the HI cut off. Also to further expand the list of hardship post schools as provided in Annex A of DO 39 series 2021, section VI.1 is amended as follows:

• For FY 2023, teachers assigned in schools with HI of 0.33 and above shall be eligible to receive SHA

• For FY 2023, teachers assigned in schools with HI of 0.23 and above shall be eligible to receive SHA
