Why did they move the decimal point one place out of the divisor (the number outside the division symbol) and also one place out of the dividend (the number inside the division symbol)?

• This is incorrect. You don't need to worry about decimals when you divide at all.

• Because you cannot divide by a decimal divisor. You have to multiply both parts of the problem by a number like 10, 100, 1000, etc. to remove the decimal point.
