According to the both sections, life in most refugee camps is rough however on p. 7 the Kobe camp in Ethiopia has "much to offer". The Kobe camp is clean, well organized and has essentials: food, water, strong shelters, schools, a health clinic and a market. Bilan is able to learn, shop for food and personal items; there is a place to even get cell phones repaired.
Kobe camp is located in Ethiopia and this country treats refugees poorly.
Kobe camp is in Ethiopia is a small camp with less refugees so it can provide more opportunities than the other camps around the world.
Most importantly, on p. 9 it says that the Kobe camp is different than other camps because it is in Ethiopia. Ethiopia is "unusual in the way it treats refugees" because it helps refugees integrate back into society. The author shared that the UNHCR and the Ethiopian government work together to give refugees "a path forward". Because of this, the Kobe camp is different because it supports refugees far better than many others camps do.
