HOW CAN I TELL THAT A COLON IS REQUIRED HERE?: My husband had a plan to fix this issue: "Why don't we call the office and ask them to bill us again?"

• It is introducing a quote, as a colon often does.

• The information before the quote is a complete sentence that can stand alone.

• The first part of the sentence mentions "a plan," and a colon is used before details of that "plan" are revealed

• All of these are signs that I need a colon in front of the quote (and not a comma)
