After Lincoln's assassination in 1865, Andrew Johnson became President. His Reconstruction plan returned power to Southern whites, allowing former Confederates to regain control. Johnson, a poor Southerner, was deeply racist and indifferent to African American rights. His policies led to the enactment of Black Codes, which restricted the freedoms of emancipated slaves. This sparked Northern outrage and led to Radical Reconstruction, as Republicans sought to secure black rights.
