VOICED : Bolivia pide propuesta escrita a Chile para dialogo por mar

This request was made during a national event and emphasized the need for written offers. Morales highlighted international support for dialogue, including a suggestion from Germany's chancellor to involve Pope Francis. Bolivia has taken the issue to the International Court of Justice, which has accepted jurisdiction. Chile, however, maintains that the matter was settled with a 1904 treaty following the War of the Pacific, where Bolivia lost its coastline.
