The U.S. Constitution, ratified in 1789, allows for amendments but has only seen 27 successful changes due to its rigorous proposal and ratification process. The founders designed it to be difficult to alter, requiring a two-thirds vote in Congress or state legislatures to propose an amendment, and ratification by three-quarters of states. Historical amendments like the Bill of Rights and those post-Civil War were significant but challenging. Modern amendments face hurdles due to political polarization. While the Supreme Court has adapted constitutional interpretation, this is not the most democratic solution. Thomas Jefferson suggested laws should expire to avoid obstacles in political processes.
