Australia claims 40% of Antarctic territory and was among the 12 countries to sign the Antarctic Treaty in 1959. The treaty, now signed by 54 nations, bans mining and militarization. Future negotiations could open the area for resource activities, but experts find it unlikely. Currently, no state shows interest in Antarctic resources due to economic and environmental concerns. China and Russia opposed Australia's bid for a marine sanctuary in East Antarctica. Australia conducts inspections as part of treaty requirements and maintains four research stations. The new icebreaker RSV Loyola will replace the Aurora Australis for future research.
