Paraguayan senators engaged in a heated debate over a constitutional amendment to allow presidential re-election. Officialist legislators and an opposition bloc formed an alliance to push the initiative forward, bypassing the Senate's authority with a new regulation. The 1992 Constitution prohibits re-election, but the ruling Colorado Party wants President Horacio Cartes to run in 2018, while the leftist Frente Huazú seeks the same for former President Fernando Lugo. Under current law, neither can be candidates.
