The country has 65 prisons designed for 30,000 inmates but currently holds 39,000, resulting in 30% overcrowding. To address this, President Guillermo Lazo's government plans to build more facilities, pardon 2,000 elderly or ill inmates, and repatriate foreign prisoners, who make up 10% of the prison population, mainly Colombians and Venezuelans.
