The UN declared the downing of the Malaysian plane in Ukraine could be a war crime, resulting in 298 deaths. The ongoing conflict between Ukrainian forces and pro-Russian rebels has caused over 1,100 deaths since April. Both sides have used heavy weaponry in residential areas. UN's Navi Pillay called for an independent investigation into the crash, believed to be caused by a missile in a rebel-controlled area. The Red Cross considers the situation a civil war, allowing for war crime charges.
