The carnival, with a history of over 600 years, faced backlash from the Jewish community for offensive depictions. Despite its popularity, local authorities defend the right to satire. UNESCO, which has been classifying world heritage sites since 1972, gained authority to protect intangible cultural heritage in 2003. The annual meeting of the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage is being held in Latin America for the first time.
