Ramírez is part of a group of MS-13 leaders accused of directing extortion and violent crimes from Salvadoran prisons, affecting the Washington metropolitan area. The MS-13 and Barrio 18 gangs are notorious for extortion, murder, and other crimes in Honduras, Guatemala, and El Salvador.
