The 2015 Haitian legislative elections, the first since 2011, were marred by violence, delays, and low voter turnout. Despite these issues, the Electoral Council expressed general satisfaction but acknowledged the impact of incidents and sabotage. About 4% of voting centers closed early, affecting 290,000 voters. The Council will decide on re-voting in affected areas. Haiti, the poorest country in the Americas, continues to face chronic instability and is still recovering from the 2010 earthquake. This election marks the start of a lengthy electoral process, culminating in December with the presidential run-off.
