Iraqi elite forces resumed their offensive against Mosul, the last stronghold of ISIS in Iraq. After encountering fierce resistance, they consolidated their positions before advancing. The U.S. estimates 3,000 to 5,000 ISIS fighters are entrenched in Mosul. Since the offensive began on October 17, only elite forces have penetrated the city. Approximately 47,000 people have fled due to the fighting. The UN reported that ISIS executed at least 60 civilians, accusing them of treason, and there are reports of chemical weapons use. In response to these atrocities, the UN's high commissioner called for the International Criminal Court's intervention.
