What was the proposal by Benjamin Franklin for a centralized colonial government that would help coordinate and pay for troops in the French and Indian War? 

IT WAS REJECTED at the time because the colonies valued their local assemblies too much but would be the foundation for later coordinated efforts during the American Revolution.
