The festival is held and prepared by the local government of Mabalacat City.

Mabalacat was a barrio of Bamban, Tarlac and its former inhabitants were Aetas.

Mabalacat became a town in 1792 and was named after the balacat tree (Ziziphus talanai).

The balacat tree has been proven to have antimicrobial properties.

In 1853, Mabalacat had a population of 2,611; It had four barangays.

In 1903, the town had increase in population and had additional barangays.

In 1860, a military command was established by the Spanish Authorities to discipline its native settlers.

The Pampanga towns of Bamban, Capas, Concepcion, Victoria, Tarlac, Magalang, Porac and Floridablanca and the now city of Mabalacat were created as Commandencia Militar.

The president signed R.A. 10614 of 2012, so Mabalacat became a city in Pampanga.

Angeles City was known as Culiat because of the abundance of this woody vine in this area.

The city was a small settlement of San Fernando and it became barrio for 33 years until Its separation on December 8, 1829.

The barrio was led by Don Pantalion de Miranda who paid the necessary amount so Angeles was separated from San Fernando.

The barrio’s name was changed to “El Pueblos de Angeles” which was in honor of its patron saint, Holy Guardian Angels, and Don Angel, the founder.

The first government of Angeles was established by General Frederick D. Grant.

The town which became a city in 1964 was settled by native Filipinos or Aetas before.

The language spoken in Angeles is Kapampangan but Tagalog and English are also spoken because it is a melting pot city.

The Bale Matua which is the oldest house in the city is situated in Sto. Rosario street.

Since the Apu Fiesta is held every last Friday of October, many devotees flock the church and they venerate the miraculous image of Jesus Christ.

Tigtigan and Terakan keng Dalan which is held on the last Friday and Saturday of October is the local version of Mardi Gras.
