This workstream completed the Agency’s first Cybersecurity Framework (CSF)-based assessment, to include the establishment of the Agency’s target state implementation and current state assessments of both the Agency and its Managed Service Providers. This assessment and its results enable to Agency to track its cybersecurity posture.
This workstream also maintains a security assessment and authorization tracker for the Agency, which reports authorization status of all systems within the FRTIB environment. As the Agency has shifted to a MSP environment, this tracker has shifted to include the tracking of all decommissioned legacy systems.

This workstream helps FRTIB maintain the ongoing operations of its integrated systems Oracle Federal Financials (OFF) – the financial management system leveraged for FRTIB’s accounting and accounts payable practices, PRISM – FRTIB’s procurement, acquisitions planning, and reporting tool, and E2 – the agency’s tool used to reserve travel and track travel expenses made available to FRTIB via an Inter-Agency Agreement (IAA) with the Interior Business Center (IBC).
This team delivered an Executive Summary Report identifying high priority issues and resolutions for the OFF and PRISM systems and developed and delivered a robust communications plan that has been used to establish guidelines for effective communication with internal and external stakeholders.
The communications plan has also been leveraged by other divisions to develop communications processes for OFF, PRISM, and E2 System Points of Contact. This team is also creating a centralized training repository that includes training videos, training documents, and checklists for over 160 OFF, PRISM, and E2 users and over 200 unique roles.

This workstream offers design services and functional support for FRTIB to help clients automate the Agency’s Risk Management processes, allow for increased transparency into Risk Management activities across the agency, and reduce the Agency’s overall risk.
The team has automated the process to review and validate Enterprise Business Processes on an annual basis, developed an automated Risk Identification Survey that allows FRTIB to prioritize their annual Risk Assessment workload, and transitioned the Cybersecurity Risk Register into ServiceNow to allow these risks to be tracked and monitored in a centralized location as well as increase transparency of these risks throughout the Enterprise.

This workstream coordinates the implementation of FRTIB’s strategic plan and measures progress on the Agency’s strategic goals to foster accountability.
The team built and launched the Strategy Scorecard to provide a consolidated view of the FRTIB’s performance towards FY22-26 strategic goals. The team ideated and designed a dashboard to show progress on key activities and progress indicators, collected data from disparate owners across the Agency, built a dashboard in Power BI using iterative/agile process, and coordinated dashboard launch and relevant communications.

This workstream assists FRTIB with evaluating, designing, and operationalizing its enterprise and vendor/supply chain risk management programs. The team developed a strategy, vision, and framework for managing the agency’s vendor and supply chain risks in alignment with FRTIB’s desired future state, developed a governance and operating model to facilitate executive-level reporting and decision making on risks, and developed a methodology to help offices with vendor procured services determine an appropriate level of risk monitoring and oversight based on key risk factors.
This team updated the Agency’s vendor risk management policy and procedures to provide detailed guidance on expectations for managing risks, facilitated multiple educational workshops to enhance awareness and understanding of risk management roles and responsibilities among key stakeholders, and analyzed and summarized contract data on all FRTIB vendors, including contract, financial and historical data, to provide stakeholders with greater insight on vendor contracts.

This team helped FRTIB stand up its first-ever Change Management Center of Excellence as the Agency moved to a managed services environment. Additionally, the team developed a self-service change management hub to prepare, equip, and support individuals at FRTIB through change.
Deloitte’s support enabled the Agency’s successful reorganization of 3 offices impacted by the transition to managed services. Using the PROSCI methodology, the team helps engage stakeholders, identify change impacts, and support the implementation of changes throughout the organization.

This workstream leveraged ServiceNow to create an Enterprise Integrated Risk Management program for automated risk identification and mitigation. The team completed adjudication and accounting for all overdue IT Capital Assets on the General Ledger and Other Direct Cost List, valued at $600 million, clearing a backlog from over 3+ years in approximately 6 months, managed the decommissioning of the Agency’s IT assets, which consisted of 32k assets valued at $600 million across 19 sites, and developed strategic plan and future vision documents that outlined the new Agency mission and vision, performance metrics, roles and responsibilities, and success factors in alignment with the transition to managed service and cloud operating model.
The team supports digital transformation efforts to improve the Agency’s security posture, specifically as it applies to Zero Trust adoption and is also guiding the Agency in the transition from manual CUI labeling to automated labeling of email and documents within M365.
