FUNCTIONS AND RESPONSIBILITIES OF NPPO AND AGENCIES THAT CONDUCT THE NPPO DUTIES

  The managing authorities for import inspection at entry points and issuance of import permits for plants, plant products and regulated articles:

(i)Import inspection for Peninsular Malaysia and Labuan Island by MAQIS;

(ii)Issuance of import permit for Peninsular Malaysia and Labuan Island by MAQIS;

(iii)Import inspection and issuance of import permit for Sabah and Sarawak by DOA Sabah and DOA Sarawak, respectively.

The managing authorities for export inspection and issuance of phytosanitary certificates for plants, plant products and regulated articles:

(i)Issuance of _________ for Peninsular Malaysia and Labuan Island by PBD (Plant Biosecurity Departement), DOA;

(ii)Issuance of _____for Sabah and Sarawak by DOA Sabah and DOA Sarawak, respectively.

• ___dengan pengeluaran Sijil Fitosanitasi untuk pengeksportan tumbuhan, hasil tumbuhan dan artikel kawalan adalah bertujuan untuk memenuhi kehendak negara pengimport.

•Obligasi ini adalah hasil persetujuan dari setiap negara peserta mengikut ketetapan Konvensyen Antarabangsa Perlindungan Tanaman, FAO (The FAO International Plant Protection Convention) (IPPC) yang telah dikuatkuasakan pada tahun 1951.

•Ianya bertujuan untuk menghalang kemerebakan perosak dan penyakit tumbuhan melalui perdagangan/pergerakan tumbuhan, hasil tumbuhan dan artikel kawalan di peringkat antarabangsa.

•Peraturan-peraturan mengenai pengeluaran Sijil Fitosanitasi yang dipatenkan mengikut model persijilan IPPC; International Standard Phytosanitary Measures 12 (ISPM 12) adalah terkandung dalam Artikel V konvensyen tersebut.

•import permit, export license and certificate under the Plant Quarantine Act 1976, Customs (Prohibition of Import / Export) 2008 and International Trade of Endangered Species Act 2008 (Act 686).

•Import and export permits are issued online.

• Applicant shall register with the Crop Protection & Plant Quarantine Division and open an account with a deposit of RM150.00.

• Applicant registers with Dagang Net for ePermit subscription.

• Applicant submits online application.

• Agricultural assistant / officer verify the application.

• Agricultural officer approves application.

• Approved application will be sent to Customs Information System.
