Lincoln's Plan
10 percent of the voters of a state took an oath of loyalty to the union
Amnesty (forgiveness) to all white southerners who swore loyalty to union (not Confederate leaders)
Former Confederates leaders denied the right to hold office.
13th Amendment- banned slavery
Freedmen’s Bureau- this organization provided food, jobs and education to newly freed slaves
