Constants are numbers. They are also like terms.

Identifying Terms and Like Terms
To identify terms and like terms, write the expression as a sum.
Follow Keep, Change, Opposite
9x – 2 + 7 – x
9x + (-2) + 7 + (-x)
Terms: 9x, -2, 7, -x
Like terms: 9x, -x AND -2, 7

Rewrite as addition.
y2 + 5y + (−3y2) + y
