Red and Blue will be penalized. Blue can fetch the finishing mark. Because of rule 20.1(c) Red shall not hail for room to tack. In doing so she infringes rule 20.1(c). If Red hails for room rule 20.2(b,c) requires Blue to respond either by tacking or by immediately replying "you tack" and then giving room. Blue fails to do this. The finishing vessel also is a mark and Red is entitled for mark-room by rule 18.2(b), but mark-room in this case does not include the room to tack. Therefore Red will be penalized for infringing rule 13 and rule 20.1(c) and Blue will be penalized for infringing rule 20.2(b,c).
