Here’s the rule: If you have BOTH a VERB and a SUBJECT after a CONJUNCTION – then put a comma before the conjunction!
Tom likes dogs, and he likes cats!
If you have ONLY a VERB or SUBJECT after a CONJUNCTION – then no comma!
Tom likes dogs and cats! Tom loves dogs and hates cats!
