WHY DID THE COLONIES NEED TO SELF GOVERN?
• The colonies were a 60-90 day ship journey away from England
• Imagine how long that would take to ask a question and get a
response!

issues quicker than waiting for the King's response

SELF GOVERNMENT BEGINS IN VIRGINIA
• The British Government appointed royal governors to rule in the
colonies because of its distance from the "motherland"
• In Virginia, three Royal Governors established the House of Burgesses
• The House of Burgesses met each year to decide local matters

REPRESENTATIVE GOVERNMENT IN VIRGINIA
• Members of the Virginia House of Burgesses would meet at least once
a year with their royal governor to decide local laws and determine local
tax
• This is the first time the people in the colonies were represented in
decision making
• This is a form of representative government

VIRGINIA AND PLYMOUTH
• Virginia had an established government by 1620 that was ruling, mostly,
on its own
• New colonists, called Puritans because of their religious beliefs, came
over in 1620 with the goal of settling in Virginia
• Their ship went off course and landed in Plymouth, Massachusetts
• They had no government to rely on because the area was unsettled

MAYFLOWER COMPACT
• Puritans created the Mayflower Compact to establish a government
for their colony
• The goal was to establish a system of self-government and maintain
order in the colony
• It was a social contract that ensured cooperation and obedience to
laws for the common good of the colony

SALUTARY NEGLECT
• Over time, Great Britain allowed its colonies more freedom to
govern themselves (or self-govern)
• This practice was called salutary neglect
• This made the Colonists feel independent
• Eventually, the colonists felt more and more free but were still under
the control of the British government
• This will become a problem... soon!
