When you want to ask the day, say: Quelle est la date aujourd'hui?
Answer with Il est (or C'est) le treize septembre.

Notice how this is worded: le + number + month
One exception, when it's the first, use premier: C'est le premier août.

Also, when you abbreviate a date, the order is day/month: 1.8 or 1/8
