TELPAS

A teacher that taught an ELL in the fall, but is not his teacher in the spring is assigned as the student's TELPAS rater.  Since the teacher knows the student, is she able to be the student's primary rater?

*papers that are brief, incomplete, or obviously reflect writing that was rushed
