Approves presidential appointments, makes laws, passes a budget for the national government, and can override a veto with 2/3 vote of both houses.

Limited to two 4-year terms by the 22nd Amendment, minimum age of 35 years old, natural born citizen, and must have lived in the United States for 14 years.
