According to the ESSA, homelessness is defined as:

• Children or youth up to their 22nd birthday who lack a fixed, regular, and adequate nighttime residence

• Children or youth who lack a fixed, regular, and adequate nighttime residence

• Children and adults over 22 who lack a fixed, regular, and adequate nighttime residence

• Children or youth who are currently living in a car, a shelter, or permanent residence

What is an "Unaccompanied Youth"?

• students who are below the age of 16 and do not have the legal right to make decisions on their own

• children or youth not registered at a charter but who also do not have at least a 3-4 nights a week residence

• students who have traveled from a different state but do not have legal residency in current state

• children or youth not in the physical custody of a parent/guardian

When trying to identify a McKinney-Vento Student, which of these questions should you NOT ask yourself ?

• Can the student go to the SAME PLACE (fixed) EVERY NIGHT (regular) to sleep in a SAFE and a SUFFICIENT SPACE (adequate)?

• Was the enrolling party (student or parent/guardian) able to provide proof of address? If not, could the reason be homelessness/inadequate housing?

• Did the student or student’s family LOSE HOUSING or have to SHARE THE HOUSING OF OTHERS due to: eviction, foreclosure etc.?

• Will the student be of legal age after living at the same residence which is regular, SAFE and accessible 3-4 nights a week?

Case Study #1

Liberty is an 18 year old Blueprint student. She is a junior at HHS, and she recently spoke with her Academic Advisor about her internet challenges and why she’s falling behind in classes. It turns out, she lives with her aunt some of the time; however, whenever her aunt gets angry or is unable to afford another mouth to feed, Liberty is forced to leave the house, either sleeping on a friends’ couch, the park, or wherever she can find a place. She wants to do well in school, but she is unable to attend consistently, as she is frequently hungry, lacks transportation, is so tired from not sleeping at home, or is embarrassed to come to school in dirty clothes. Liberty’s parents were recently deported and she has no other family besides her aunt.

Case Study #2

Philip is a 16 year old Blueprint student. He is a sophomore living with his mom. Because they struggle financially, Philip and his mom moved in with his grandparents. Together, as a family, they are able to barely make ends meet and pay rent each month. They struggle with food, clothing, and other basic needs, but support and love each other. When Philip’s mom enrolled him, she gave the grandparents’ address as the family’s permanent residence.

Case Study #3

Paxton (age 19) has moved around a lot during his high school years. His parents change jobs frequently and their family moves close to the new jobs, thus disrupting Paxton’s education a couple times a year. The most recent move, Paxton decided to stay with a friend. He stays on his friend’s couch every night, but is on his own during the day. He relies on the school lunches to eat. When he came to enroll in school, he could not provide a proof of address to complete the enrollment.
