4.1-Rules on Cash Advance

The Mayor of the Municipality of Mandaon is granted a cash advance of 50,000 for the purchase of motor spare parts since he is going to Manila where the spare part is to be bought on cash basis

• Transfer of CA from one AO to another shall not be allowed

• Only permanent appointed officials and employees shall be granted CA

• No rule violated

Ms. Belinda Amor, Admin. Asst., who is not duly appointed or desginated disbursing officer, is granted a CA of 4,530 for traveling expenses to Tabuc City

• No rule violated

• Only permanent appointed officials and employees shall be granted CA

• No officer or employee shall be granted a CA, unless he/she is properly bonded in accordance with law, except for travel CA

Mr. Leo Bato, an AO and bonded by law, was granted CA for 107,000. This was given to Mr. Dion Godo to defray expenses in the launching of the Kasuy Festival

• No additional CA shall be allowed to any official or employee unless previous CA given to him is first settled

• Transfer of CA from one AO to another shall not be allowed

The Dept. of Agriculture transfers P5M to the Mun. of Gurang for the rehabilitation of a farm-to-market road. The Cashier draws a CA using the said fund for payment of wages incurred in the construction of the public market as directed by the Mun. Mayor

• No officer or employee shall be granted a CA, unless he/she is properly bonded in accordance with law, except for travel CA

• Under no circumstances shall CA be used for liquidation of a previous CA

• No CA shall be granted on account of infrastructure or other undertakings on a project basis

Mr. Maximo Roldan, a bonded AO, was previously granted a CA but this was not fully liquidated. Subsequently, he was allowed to draw another CA with amount bigger than what is needed so that he can use the excess amount to liquidate the balance of his previous CA

• Under no circumstances shall CA be used for liquidation of a previous CA

• No CA shall be granted on account of infrastructure or other undertaking on a project basis

Ms. Tolindoy, a bonded AO, was granted CA of 20,000 last February to be used in the arrival of VIP guests of the agency. The guest did not arrive, but Ms. Tolindoy kept the cash advance since the VIP will surely visit the Office on November

• The CA shall be used solely for the specific legal purpose for which it was granted

• No additional CA shall be allowed to any officials or employee unless the previous CA given to him is first settled or a proper accounting thereof is made

• When a CA is no longer needed or has not been used for a period of two months, the same should be returned to, or refunded immediately with the Collecting Officer/Treasurer
