The Civil War left the South

• Economically healthy

• In full control of its government

• In ruins

• Largely unchanged from before the war

Many poor white southern laborers could no longer find work because of:

• Competition from freedmen

• The Captured and Abandoned Property Act

• new government work regulations

• their illiteracy

In his Presidential Reconstruction plan, Andrew Johnson

• matched Lincoln's plan exactly

• was more generous than Lincoln

• allowed some slavery to continue

• put hte South under strict military control

President Johnson freely gave

• money to wealthy planters

• white-owned land to African-Americans

• weapons to the Confederate army

• pardons to Southern officials

To help black southerners adjust to freedom, Congress created

• the Thirteenth Amendment

• the Captured and Abandoned Property Act

• the Ten Percent Plan

• the Freedmen's Bureau

Under President Johnson's Reconstruction plan, white southerners began to enact laws that

• weakened ties with the Union

• created jobs for African Americans

• redistributed land

• gave whites power over African Americans

The Reconstruction Act of 1867:

• clsoed the South to Democrats

• closed the Sotuh to Scalawags

• put the South under military rule

• gave voting rights to all Southerners

When President Johnson violated the Tenure of Office Act, he was

• forced to resign

• dropped from the Republican ticket

• convicted by the Senate

• impeached by the House

In 1870, thanks to the Fifteenth Amendment, southern black men

• voted for the first time.

• took charge of the Senate

• recieved free government land

• produced their own Reconstruction plan

Carpetbaggers were northern Republicans who

• voted with the Democrats

• had once supported secession

• moved to the postwar South

• hired freedmen to work on plantations
