Following opening speeches, GSLs will be declared open. Delegates wishing to be added to the GSL can announce their intentions through raising their placards.

Speaking time for each speaker is set at ninety (90) seconds, unless otherwise declared by the Dais. Delegates can change this by raising a Motion to Amend Speaking Time. This is subject to the discretion of the Dais, and requires a procedural vote with a simple majority to pass.
