James Madison was concerned about the tyranny of the majority in a pure democracy. To address this, he proposed a system of limited government, which divides power to prevent any single faction from dominating. This is achieved through separation of powers, checks and balances, and federalism. The separation of powers divides the government into legislative, executive, and judicial branches, each with distinct duties. Checks and balances ensure that each branch has some control over the others. Federalism further divides power by assigning different responsibilities to local, state, and national governments.
