If the use of an NHS number has been approved and justified by the organisation's Caldicott Guardian, then it will logically follow to use their date of birth also?

I have two service users who are the same age, suffer from the same condition, come from the same school and receive equal care. Both of these SU's would benefit from being referred to an activity centre in town, an application has already been sent on behalf of service user 1. To make an application for SU 2 I am still going to ensure that I have permission before sending the application (containing personal details). Is this waiting time?

The Mental Capacity Act 2005 does relate to the management of information

An individual's capacity to make information based decisions does not come into play when deciding if information should be shared, the Caldicott Guardian will make this decision so capacity does not matter.

It is unprofessional to ask a manager or director why they need access to information.
