1. In your own words, what is Madison saying?
If people were truly pure and good, then keeping order wouldn’t be necessary.
There would be no reason for a government if ‘men’ would just act and be the right way.
I believe that Madison was saying that if men were all good or saints there would be no need for government or rules.

2. According to Madison, why are governments necessary?
To keep the United States from falling into chaos.
Because we live with unperfect people, so we need a set of rules to live by.
Men make poor choices so a government will keep them in line.

3. Do you agree with Madison? Why or why not?
Yes, I agree with Madison because if all men were like angels we would be living in a utopia and we wouldn’t need a government to make rules and orders for us.
Yes, I agree because without governments people would be going crazy and everything would be chaotic.
I think that people need to be governed because we are imperfect and we need certain laws to keep us civilized but I dont think imperfect people can rule imperfect people.
