To express the purpose of something/someone's opinion about something.
For example: He called me to wish happy birthday!
After certain verbs (afford, agree, appear, arrange, choose, decide, forget, hope, learn, manage, need, want, would like, offer, plan, pretend, promise, refuse,seem, tend, try, would love etc)
For example: Lily needs to buy a new car.

without to)
after modal verbs (can, could, will, would, shall, should, may, might, must)
For example: Can you tell me what's wrong?
We may go to the cinema tonight.
after the verbs let and make.
For example: Farah always makes me laugh.
after would rather and had better.
For example: You'd better tell me the truth!

as subjects
For example: Fishing can be very relaxing.
after certain verbs (like, love, hate, enjoy, prefer, consider, stop, finish, start, keep, avoid, begin, imagine, practise, suggest, risk, spend etc)
For example: Kenny just finished washing the car.
after prepositions (for, about, of, without etc)
For example: Hailey is thinking of buying a new phone.
after the verb go to indicate physical activities.
For example: We go skiing every year.
