​For SINGULAR countable nouns:

​(+) There + to be + a/an + singular countable nouns.

​a + CONSONANT

an + VOWEL (AIUEO)

​There + is + a/an + singular countable nouns.

​

Examples:

There is a pencil.

​(-) There + to be + not + a/an + singular countable nouns.
