While the Qin are credited for uniting China, they did so by adhering to a governmental philosophy known as Legalism. Legalism promotes the notion of strict law and order and harsh, collective punishments, ideas that influenced Qin Shi Huangdi's despotism and centralized rule.
The Qin brutally suppressed Confucianism. The people of the state of Qin had severely constrained lives: peasants could not leave their villages without travel permits; farmers who did not meet growing quotas were forced into slave labor, and minor crimes were punished with severity.
Remember just like with the Han Dynasty the Qin Dynasty had a strong central government that helped them grow and was a shared characteristic across all Chinese Dynasties.
