The Story Continues.

People across Texas began to accept the reality that
General Santa Anna was going to take over Mexico and become
President.

To show that Texas supported Santa Anna, Stephen F. Austin
met with Santa Anna supporter Colonel Jose Antonio Mexia in
Matamoros.

Stephen F. Austin assured that any local disturbances were
under control.

Mexia Visits Texas

As expected, General Santa Anna defeated Bustamante and
would be appointed President of Mexico in 1833.

However, Santa Anna was not interested in the day to day of
running a government and instead gave much of his duties to
his vice president.

Colonel Mexia began to travel to Texas to put down what he
thought was a rebellion. However, he was instead met with a
party. Mexia returned to Mexico with a favorable report on
Texas.

The Convention of 1832.

Texans were very excited about the rise of Santa Anna, who had promised to restore the
Constitution of 1824 . Since the passing of the Law of April 6, 1830, many Texas were
unhappy with the federal government. Texans hoped that a new government in Mexico
would lead to changes in Texas.

Texas calls a convention in San Felipe de Austin to discuss possible
reforms , or changes in policy that they would like to see in Texas.

Each district in Texas was asked to send delegates
(representatives ) to San Felipe de Austin on October 1, 1832.

On that date, 16 delegates began the Convention of 1832.

The Convention of 1832 Requests/Goals

The leaders of San Antonio (The Largest Tejano Settlement) chose NOT to take part in
the convention.
During the 6 day convention, the delegates adopted several resolutions and chose
Stephen F. Austin as the president of the convention.

FOUR REQUESTS:
1. They asked the Mexican government to allow legal immigration from the United States.
2. They requested Texas become a separate Mexican state instead of being joined with
Coahuila.
3. Ask that customs duties be removed for three years.
4. Ask for land for public schools.
The convention chose William H. Wharton & Rafael Manchola to present their requests to
the state and federal government. Partially because San Antonio refused to participate,
though, the resolutions were never presented.

The Convention of 1833

Stephen F. Austin realized that in order for REFORM to
take place, Texans had to work together.

Because the Convention of 1832 lacked the backing
of Tejanos, nothing was accomplished.

However, as Austin was attempting to win support
from Tejano leaders, impatient Texans called for a
new convention .

The convention of 1833 would meet at San Felipe de
Austin on April 1st .

The Convention of 1833

The delegates would choose William H. Wharton as president who
led a group that wanted to push harder for changes in Mexican
Policy.

Amongst Wharton’s supporters was Sam Houston of
Nacogdoches, a former member of the U.S Congress and governor
of Tennessee. Like many delegates, Sam Houston wanted action.

Although Stephen F. Austin supported the convention, he was upset that it was called in his
absence.

In the end, the convention adopted many of the resolutions as the previous year’s meeting
had. In addition to the adoption of the Convention of 1832 requests, a constitution was
written for Texas.

Stephen F. Austin, Erasmo Seguin, and James B. Miller were chosen to present the
proposals to Santa Anna.

Stephen F. Austin goes to Mexico City

Neither Seguin nor Miller could make the trip, so Austin set out to Mexico City alone on
April 22, 1833. Austin’s trip took three months and when he finally arrived, Austin faced
one problem after another. Austin hoped to achieve the approval of the convention’s
proposals.

Mexico was still attempting to organize a government , Santa Anna was out of town and
only Vice President Gomez could meet with Austin. Gomez informed Austin that the
Congress would hear the proposals. However, after months of waiting, Austin told VP
Gomez that Texans would go ahead and organize a state government with or without
federal approval.

V.P Gomez took the statement as a threat and ended the meeting.

A frustrated Austin wrote a letter to a local government in San Antonio and advised
Texans to meet “without a moment’s delay for the purpose of organizing a local
government for Texas.”

Stephen F. Austin is Arrested.

Santa Anna meets with Austin and accepts all requests except making Texas a
separate state from Coahuila. Santa Anna agreed to all the resolutions such as
allow immigration from the U.S. and to lower taxes on U.S. imports.

Austin left Mexico City on December 10, 1833 happy that he accomplished most of
his other goals. However, in January Austin is arrested in Saltillo after officials read
the letter he sent to Texas . Officials thought he was challenging Mexican authority.

On December 25, 1834, Austin was released from
prison. However, even then, he was not allowed to return to Texas
until July 1835. After Austin returned to Texas, he called for action and urged
Texans to unite and said that war was the only option.

Mexico Tightens Control

In response to the actions of Stephen F. Austin, General Santa Anna tightens
control of Coahuila y Tejas.

How did Mexico tighten Control?

Mexico increases power of central government which violates the
Constitution of 1824.

Mexico strengthens its military control of Texas.

Although Santa Anna granted some of the requests of the Conventions, the
Mexican government began to tighten control of Texans which frustrated some
Texans and will begin the call for war.
