Numbers like dieciseís and veintiocho are called
compound words.
What do I mean?
They are a shortened form of multiple words.
For example, dieciseís is the shortened form for diez y seis.
Veintiocho is the shortened form for veinte y ocho.

The number uno (one)
When we have the number uno, or any other number that ends in -uno, such as ventiuno.
It has more than one form.
Before a masculine noun uno shortens to un.
un hombre ----- ventiún hombres
Before a feminine noun uno changes to una.
una mujer ----- veintiuna mujeres

¡Atención!
The forms uno and veintiuno are used when counting (uno, dos, tres... veinte, veintiuno, veintidós...).
* They are also used when the number follows a either a:
masculine noun - el capítulo tres
or
feminine noun - la lección uno
