Here, the clause "who lives in New York" provides additional information about "my brother," but the sentence's main point remains clear without it.
Use a comma to separate the non-restrictive clauses

Non- Restrictive Clause.

Example: "The book that I borrowed from the library is fascinating"

In this sentence, the clause "that I borrowed from the library" tells us which specific book is being discussed. Removing it would change the sentence's meaning.
