In June 1992, Secretary- General of the UN, Boutrus Boutrus Ghali presented a report entitled: " An agenda for peace". This document:

• Aimed at making the capacity of the UN more efficient for preventive diplomacy, peace making and peacekeeping.

• Aimed at creating a common army by investing economic and human resources from all member states.

• Aimed at disolving the EU in order to create a supranational entity to guarantee global peace.

The Petersberg Declaration:

• Declared a non-war policy between UN Member States.

• Developed the role of the WEU as the defense component of the EU .

• Explained the main reasons to disolve NATO.

With the signing of the Amsterdam Treaty:

• The Petersberg tasks were eliminated.

• The Petersberg tasks changed to the Amsterdam tasks.

• The Petersberg tasks were incorporated to the EU.
