Petition of Right 1628

Petition to Charles by Parliament, no taxation without Parliament approval, reinforced due process, no Quartering, and no Martial Law in peacetime.

English Bill of Rights 1689

Limited Monarchy after the Glorious Revolution, empowered Parliament, protects individual liberties.

"People are born with natural rights: Life, Liberty, and Property."

"Government acts with the Consent of the People for the general will" (Popular Sovereignty)

"Separation of Powers prevents government abuse of power."

Southern and Northern states debated how non-White citizens would be counted for Representation. Decision: Only 3 of every 5 non-White people would be included in population count to determine representation.

Virginia Plan: Representation based on population, 3 branches of gov; New Jersey Plan: Equal representation, 1 branch of gov. Decision: 3 Branches of gov, and divide Legislative branch into two houses.

Southern states worried about taxes on exported cash crops economic collapse without slavery. Decision: Congress controls exports and South is not taxed, slaves can only be imported until 1808.

Individual liberties protected by the Constitution's Bill of Rights and Amendments.

Voting, being an informed citizen. (no punishments)

Paying taxes, serving jury duty, obeying the laws. (punishments if you don't)

Those in favor of the Constitution, wanted a strong central/national government.

Those not in favor of the Constitution unless there is Bill of Rights to limit federal/national government power, concerned the federal government would be too powerful.
