  1. Govern and regulate ​the conduct of persons, both natural (humans) and artificial (corporations)

  2. ​Provide structure in the society.

  3. ​Prevent lawlessness and anarchy.

  4. ​Provide rules and standards by which to judge the behaviour of individuals who come into conflict with others.

​As to Nature

​a. Substantive law provides for the rights and duties of persons in relations to other persons and states. Example: Revised Penal Code and Civil Code

​b. Procedural or remedial law constitutes the set of rules governing the proceedings in court. Examples: Rules of Court and Revised Rules in Administrative cases in the civil service.

​As to Scope

​a. General Law embraces a class of subjects or places and does not omit any subjects or places naturally belonging to such class.

b. Special Law relates to a particular person or things of a class. In case of conflict between general and specific laws, the specific law prevails.

​a. It is a body of individuals (legilators) selected to formulate, amend or repeal laws. It can be unicameral or bicameral.

​b. It is essential to the proper functioning of a society.
