The following is
NEW MATERIAL

15

We are growing BUT how do we GOVERN!

media

16

media

America's first attempt at government...it did NOT go well!

The Articles of Confederation

17

Turns out we had no idea what we were doing!

Fearing that the government they create would end up just like the King they overthrew, the newly freed colonists create a weak government.

media

18

Weaknesses of the Articles:

The Articles were weak and didn’t give Congress the power it needed to do important government tasks like: collect taxes, raise an army, or regulate commerce.
- Meaning that the government lacked a lot of the power needed to make things happen.

19

Weaknesses of the Articles:

Under the Articles of Confederation There was one branch of government (Congress)
-Meaning there was not a president
or a supreme court!

20

Weaknesses of the Articles:

All states must agree to change the Articles
- this made changing anything impossible!

21

For the following slides you are given part of the Articles of Confederation. Read it (what is in orange is explaining the article) and then explain if it is a STRENGTH (good) or WEAKNESS (bad).

DIRECTIONS:

22

Open Ended

  • The new confederacy will be called “The United States of America”

    • In a confederacy, the individual states retain all the real power, and only allow a central government to have certain, limited powers.

    • Is this a STRENGTH or WEAKNESS? Explain.

23

Open Ended

  • Each state gets to stay independent and free.

    • This meant that each state was, in essence, an independent “country.”

  • States get to keep "every power, jurisdiction, and right" not given to the national government.

    • Which is pretty much all of them.

  • Is this a STRENGTH or WEAKNESS? EXPLAIN.

24

Open Ended

  • States have to respect the legal rulings of other states. There was not one supreme court of law for all states.

    • No saying, "I thought it was legal over there!"

Is this a STRENGTH or WEAKNESS? Explain.

25

Open Ended

  • States decide how to choose delegates for the national Congress. They can recall their delegates and replace them at any time.

    • If Congress was considering passing a new tax, states could prevent even having a vote by deciding to recall its delegates and effectively “shutting down” the government.

  • Is this a STRENGTH or WEAKNESS? Explain

26

Open Ended

  • Each state gets one vote.

    • This meant that each state was represented equally, no matter how big or small!

  • Is this a STRENGTH or WEAKNESS? Explain.

27

Open Ended

  • The Articles can only be changed if Congress and all of the state legislatures agree.

  • This meant that even if only one state objected, the Articles of Confederation could not be changed.

  • Is this a STRENGTH or WEAKNESS? Explain.

28

Open Ended

  • Expenses from wars and other matters of the national government will be paid for out of a national treasury.

  • States will be responsible for collecting taxes and sending them to the national government by themselves.

    • The national government had no way to enforce collecting taxes; it basically had to “ask nicely.”

  • Is this a STRENGH or WEAKNESS? Explain

29

Open Ended

  • The United States Congress has authority on all matters of war and foreign policy.

    • Except there was no “Executive Branch” to help oversee and carry out many of these functions.

  • Congress has legal jurisdiction in arguments between the states about land and borders.

    • Notice that there is no “Supreme Court” either - just one branch of government.

  • Is this a STRENGTH or WEAKNESS? Explain.

30

Open Ended

  • The Confederation accepts war debt from before the Articles.

    • This meant that the Confederation took on a very heavy load of debt from the start.

  • Is this a STRENGTH or WEAKNESS? Explain.
